British Overseas Territories Project

Cayman Islands

The Foreign & Commonwealth Office (FCO) funded this multi-agency system strengthening partnership between the Government of Cayman Islands, Cafcass, National Crime Agency (NCA) Child Exploitation Online Protection (CEOP) Command, and Barnardo’s.

The aims and outcomes of the project were to:

  • Promote the rights and protection of children in need and children that have suffered, or are at risk of suffering significant harm,

  • Provide technical advice to senior leaders to develop and strengthen the child safeguarding system, including developing policy, procedure, and protocol, and change management strategies, and governance structures such as a Child Safeguarding Board.

  • Provide technical advice and input on the development of a National Child Safeguarding Policy and National Action Plan,

  • Work alongside local stakeholders to develop local capability and build interagency relationships, through consultation, training, and train the trainer workshops,

  • Engaged stakeholders in an ongoing safeguarding dialogue and utilize change management strategies and capacity building strategies to facilitate transformational change.

Anguilla

The Foreign & Commonwealth Office (FCO) funded this multi-agency system strengthening partnership between the Government of Anguilla, the Department for International Development (DFID), Cafcass, National Crime Agency (NCA) Child Exploitation Online Protection (CEOP) Command, and Barnardo’s.

The aims and outcomes of the project were to:

  • Promote the rights and protection of children in need and children that have suffered, or are at risk of suffering significant harm,

  • Provide technical advice to the Child Safeguarding Board and Case Review Team to develop and strengthen the child safeguarding system and develop a child safeguarding action plan,

  • Build the capability of social workers, multi-agency professionals, and local leaders, through training and an ongoing safeguarding dialogue,

  • Facilitated a multi-agency review of the Anguillan Child Protection Protocol, including developing multi-agency responses to child safeguarding themes, introducing Designated Safeguarding Leads (Focal Point), and Safer Recruitment Policy, and Child Sexual Abuse and Exploitation (CSE), and

  • Completed a situation analysis and evaluated progress towards goals.

Gibraltar

The Foreign & Commonwealth Office (FCO) funded this multi-agency system strengthening partnership between the Government of Gibraltar, Cafcass, National Crime Agency (NCA) Child Exploitation Online Protection (CEOP) Command, and Barnardo’s.

The aims and outcomes of the project were to:

  • Promote the rights and protection of children in need and children that have suffered, or are at risk of suffering significant harm,

  • Provide technical advice to the Child Safeguarding Board to develop and strengthen the child safeguarding system, and build local capability,

  • Provided technical advice to senior leaders in the Care Agency in relation to:

    • evidence informed child & family assessment, including guidance and assessment materials,

    • multi-disciplinary approaches to assessment and intervention,

    • assessment in cases where there is high conflict and suspected parental alienation, including guidance and assessment materials.

  • To provide technical advice to strengthen the safeguarding system.

  • Updated the situation analysis and evaluated progress towards goals.

Montserrat

The Foreign & Commonwealth Office (FCO) funded this multi-agency system strengthening partnership between the Government of Montserrat, the Department for International Development (DFID), Cafcass, National Crime Agency (NCA) Child Exploitation Online Protection (CEOP) Command, and Barnardo’s. As programme lead, my role was to:

  • Promote the rights and protection of children in need and children that have suffered, or are at risk of suffering significant harm,

  • Provide technical advice and support to senior leaders to develop and strengthen the child safeguarding system and build local capability,

  • Implementation of the Montserrat Child Protection and Safeguarding Protocol,

  • Assisted with the establishment of the child safeguarding board,

  • Engaged multi-agency stakeholders in leadership and frontline roles in a child protection dialogue, particularly in relation to child sexual abuse,

  • Supported stakeholders to critically reflect on harmful social norms that create a context for child sexual abuse and intergenerational trauma,

  • Deliver training to social workers in relation to evidence informed practice, child & family assessment, and direct work with children,

  • Deliver training to multi-agency professionals to build local capacity, and

  • Complete a situation analysis and evaluate progress towards goals.

Technical Consultant

The Foreign & Commonwealth Office (FCO) funded this multi-agency system strengthening partnership between the Governments of Bermuda, Falkland Islands, Pitcairn Island, British Virgin Islands, Turks & Caicos Islands, and St Helena, Cafcass, National Crime Agency (NCA) Child Exploitation Online Protection (CEOP) Command, and Barnardo’s. As technical consultant my role was to identify needs and provide technical advice remotely to the Territories on behalf of Cafcass.
