In economically challenging times, safeguarding departments are required to do more with less. It is becoming increasingly important to measure the short, medium, and long-term results of child safeguarding systems.

It is important for us to understand:

  • How are children and families are doing?

  • What is really important to children and families?

  • What really makes a difference in the lives of children and families?

  • What is the impact of service delivery?

  • Where can we make the greatest impact?

  • What successes can be replicated elsewhere?

An Outcome & Impact Framework is the cornerstone of a healthy child safeguarding system and a foundation for whole systems change. Many organisations are consciously evolving from compliance focussed systems to outcomes focussed systems. An Outcome & Impact Framework:

  • Represents the results we want to see,

  • Articulates a shared vision and aspirations for children and families and service delivery,

  • Provides a focal point that helps align and coordinate activity across the system,

  • Encourages learning about ‘what works’,

  • Focusses on the things that really matter to children and families, rather than compliance focussed metrics,

  • Provides a foundation to use data intelligently and measure progress over time,

  • Enables leaders and change makers to identify and address unintended outcomes, and

  • Can continuously evolve to raise aspirations for children and families and service delivery.
