Whole Systems Change

A whole system approach applies systems thinking, methods, and techniques to better understand complex problems to co-create a way forward.

Systems thinking considers how different parts of the system work together and how they influence one another as a whole. System change is a long-term endeavour, often delivered through incremental steps and collaboratively with a diverse range of stakeholders. A systems journey:

  • brings members of the system together to explore complex problems and the current reality with a view to co-creating a shared vision,

  • builds a foundation for change by creating a sustained dialogue about safety and how each of us can contribute to achieving better outcomes,

  • enables stakeholders to reflect on the underlying reasons that complex social problems persist,

  • responds to the need for a coordinated and collaborative approach,

  • reinforces that child safety and wellbeing is a shared responsibility,

  • builds alignment across the system,

  • enables leaders and change makers to address the root cause of problems and focus efforts and resources where the impact will be greatest, and

  • monitors and evaluates progress, enabling changes to be made along the way to maximise impact and establish a learning culture.

Shaping a Vision

While the vision for whole systems change will vary, some examples of outcomes include:

  • enhance skills and knowledge to lead change,

  • embed an outcomes and impact framework,

  • intelligent use of data to inform decision-making and strategic planning,

  • enhance and streamline systems, including data systems,

  • build relationships between partner agencies,

  • create the conditions for practice,

  • embed an evidence-based model of practice,

  • engage children and families in shaping the child safeguarding system,

  • build skills, knowledge, and capabilities across the system, and

  • establish a monitoring, evaluation and learning framework.

Organisations need different levels of support to achieve whole systems change. Some organisations benefit from some coaching and mentoring to get started, while others need a more enhanced level of facilitation, guidance, and additional expertise throughout their journey.
